A. S. Watson & Co., Ltd.: the STANLEY HUDSON DODWELL who made and signed the Declaration marked with the letter "E" is the Honourable Mr. Stanley Hudson Dodwell Manager of Messrs. Dodwell & Co., Ltd., an Unofficial Member of the Legislative Council and a Justice of the

Peace.

I am not personally acquainted with the said

MR. SAMUEL EBENEZER GREEN, but from the statements in the declarations referred to above which are made by well- known and respected residents of the Colony who I am satisfied are fit and proper persons to make such declara- tions I am satisfied as to his character and recommend that this Certificate should be granted.
